(Portland, OR)  --  A man is facing charges after allegedly stabbing another man in the hand in southeast Portland.  Police arrested 33-year-old James C. Smith for the stabbing early yesterday morning near some tents at Southeast 136th Avenue and Powell Boulevard.  Police responded to the scene after the victim walked into a convenience store with a hand wound and asked the clerk to call 9-1-1.  Smith is facing charges of second-degree assault and unlawful use of a weapon.
