(Portland, OR)  --  Police say they've made an arrest in connection to the murder of a Portland woman back in February.  The Portland Police Bureau says deputies in Wheeler County arrested 47-year-old Charvell Douglas yesterday following a car chase along Highway 19.  Douglas was wanted for the death of 44-year-old Jaquona Goggans, who was found dead inside the trunk of a parked car on Southeast Division Street on February 7th.
