(Portland, OR)  --  A statewide plastic bag ban goes into effect with the new year.  Starting tomorrow, grocery stores will be banned from using single-use plastic bags to bag purchases.  Shoppers can either carry their own reusable bag or shell out a small fee for paper bags.
