(Scappoose, OR)  --  Construction is underway on Portland Community College's new training center in Scappoose.  KATU reports crews broke ground on the new training center Wednesday.  The facility will be part of the Oregon Manufacturing Innovation Center and will focus on welding, machinery and mechatronics.  The training center is expected to open early next year.
