(Vancouver, WA)  --  An investigation is ongoing into the shooting death of a man in Vancouver, Washington.  Police say 18-year-old Trevonta Billie Steven Burks was shot and killed yesterday afternoon in a neighborhood near Fourth Plain Boulevard and Northeast Stapleton Road.  Police arrested 20-year-old Antoine Steven Archer on a charge of second-degree murder.  Police say Archer and Burks knew each other and were arguing when Archer opened fire.
