(Salem, OR)  --  A state Senate committee is advancing a controversial cap-and-trade bill.  The Senate Committee on Environment and Natural Resources voted three-to-two along party lines yesterday to send the amended bill to the Joint Committee on Ways and Means.  The bill is aimed at reducing greenhouse gas emissions in Oregon.
