(Portland, OR)  --  A second suspect is behind bars in connection to a vehicle theft and assault in north Portland.  Police arrested 64-year-old Kenneth Jett Monday on a charge of second-degree criminal mischief for the incident last Wednesday at a tow yard off North Kerby Avenue.  Investigators say he and 24-year-old Nicole Penagos-Clare broke into the tow yard and stole a Ford F150.  They then allegedly ran over an employee at the tow yard while fleeing.  The employee suffered serious injuries but is expected to recover.
