(Portland, OR)  --  Trial proceedings are underway for a man accused of illegal towing.  Police arrested Carlos Lopez-Torez in Portland last July.  He's accused of using a homemade tow truck to steal more than 300 vehicles in Portland and Vancouver.  Police say he would then take those vehicles to a scrap yard and sell them.
