(Portland, OR)  --  The Portland city auditor's office is reporting procurement and ethics violations at the water bureau.  The office says an investigation found evidence of equipment purchases that violated city code and state law.  The office began its investigation after receiving a tip to its fraud hotline last March.  No disciplinary action has been taken.
