(Salem, OR) -- The Oregon legislative session is ending early due to the Republican walkout over a cap and trade bill. Democratic leaders say that even if they return on Sunday, there wouldn't be enough time to finish the bills that have passed committees. Leaders say they will use the Legislative Emergency Board to fund the state's response to COVID-19 and flooding in Umatilla County. Governor Kate Brown says she'll use her executive authority to put parts of the cap and invest bill into action.
