(Portland, OR)  --  The Portland Police Bureau continues to make arrests for speed racing.  Three people have been criminally cited for incidents that happened in March and April.  They're charged with reckless endangering and disorderly conduct.  This includes an incident on the Fremont Bridge where traffic was blocked while drivers spun out.
