(Salem, OR)  --  Two more Oregon counties are under consideration to enter phase one of the state's reopening plan.  The Oregon Health Authority says Umatilla and Wheeler counties have submitted applications to reopen, joining 20 other counties in applying.  If approved, the counties would be allowed to reopen salons, gyms and restaurants this Friday.
