(Salem, OR)  --  Oregon Governor Kate Brown will make an announcement today on which counties can start entering Phase One of the state's reopening plan.  The counties need to meet seven prerequisites before they can get approval.  All of the counties outside of the Portland area have applied.  Clackamas County Commissioners will review their draft application next week, and Multnomah County leaders will hold a news conference this afternoon to update where they stand in meeting the requirements.
