(Salem, OR)  --  Governor Kate Brown is approving requests from 31 counties to start the reopening process.  That means restaurants, bars, personal services and gyms can re-open under specific rules in those counties.  Marion County and Polk County had their requests denied because hospital cases continue to rise and they don't have enough contact tracing.  The state has provided 20 workers to help those counties, and their requests will be reviewed in a week.
