(Portland, OR)  --  Construction is underway on a new housing complex for the homeless.  A groundbreaking ceremony took place yesterday at the future site of Cedar Commons in Southeast Portland.  The complex will include 60 units for those who are homeless or at risk of becoming homeless.  Construction is expected to wrap up in just over a year.
