(Portland, OR)  --  A pair of local civil rights groups are merging in order to help coordinate their efforts.  Protest organizers announced during a rally at Jefferson High School last night that Rose City Justice and Portland Civil Rights Collective are merging.  The new group will be called Rose City Justice and Civil Rights Collective.
