(Portland, OR)  --  Multnomah County is set to enter phase one of the state's reopening plan tomorrow.  Governor Kate Brown announced the approval yesterday.  Brown also announced a new requirement that people wear masks in all indoor public spaces in Multnomah County and six other counties, including Washington and Clackamas.
