(Portland, OR)  --  Portland City Commissioners are pressing pause on the I-5 Rose Quarter Improvement Project.  The City Council sent a letter to city bureau directors yesterday ordering them to suspend operations on the project.  The Council says the project is not currently aligned with the city's Racial Equity Plan or Climate Emergency Resolution.
