(Portland, OR)  --  New video shows a Portland Police officer slashing the tire of a moving van during a protest on the Fourth of July.  The video shows the officer run up behind the van and pop the tire.  The Portland Police Bureau says the officer slashed the tire because the driver was interfering with police action.  No further details were given.
