(Portland, OR)  --  Portland City Council is approving a measure to allow voters to set up an independent commission to oversee misconduct investigations of police officers.  City council members voted unanimously in favor of the proposal yesterday.  The measure is sponsored by City Commissioner Jo Ann Hardesty and will give the commission broad power to investigate civilian complaints, compel testimony from officers and impose discipline.  The proposal now heads to the November ballot.
