(Portland, OR)  --  Dan Ryan is claiming victory in Tuesday's special election for Portland City Council.  Ryan leads Loretta Smith by more than five-thousand votes.  He will fill the seat left vacant by Nick Fish who died from cancer earlier this year.  Ryan says reviewing Portland's city charter is one of his top priorities.  He says the city's form of government is outdated.  Mayor Ted Wheeler agrees and also wants the charter reviewed.
