(Portland, OR)  --  Police say they've arrested a suspect in connection to the murder of a Portland woman last month.  The Portland Police Bureau says 19-year-old Kceon [[ kuh-SHAWN' ]] Colbert was arrested by the U.S. Marshal's Service Fugitive Task Force late last week in Clark County.  He'll be charged with the fatal shooting of 18-year-old Shai-India Harris on July 10th near 84th and Northeast Knott Street.
