(Vancouver, WA)  --  Police say a suspect has surrendered in connection to a hit and run in Vancouver.  Police say 30-year-old Charles Holliday-Smith turned himself in to police yesterday afternoon for the crash that injured Shane Moon on Saturday night.  Police say the two were arguing outside a bar before Holliday-Smith got into his truck and hit Moon before fleeing the scene.
