(Salem, OR)  --  Oregon OSHA is fining two businesses more than 23-thousand dollars for not following steps to prevent spread of coronavirus.  Cafe 22 West is located in Salem and Howard's Pharmacy is in Lakeview.  OSHA says it attempted to resolve complaints over the phone.  When that didn't work, officials say they conducted inspections.  OSHA says the business owners willfully failed to implement health hazard control measures.
