(Portland, OR)  --  A man is dead after falling into the water while fishing in North Portland Harbor.  Police say 65-year-old Jeffrey Ulksy of West Linn was fishing in a boat Monday when a witness says he fell into the water.  Ulksy wasn't wearing a life jacket.  Portland Fire and Rescue responded and pulled Ulksy from the water and rushed him to a hospital, where he was pronounced dead.
