(Portland, OR)  --  Multnomah County Commissioners are again talking about whether the Portland Police Bureau should be merged with the Multnomah County Sheriff's Office.  The idea would be to use the money savings to fund social services.  There would be extensive issues to be worked out, including who leads the new agency.  The Police Chief is appointed by the Portland Police Commissioner, while the Sheriff is elected.
