(Portland, OR)  --  Flood Warnings and Watches are in effect for the Oregon and Southwest Washington coasts along with inland areas following a series of storms that dropped several inches of rain.  The worst of the rain has passed, but it could be Thursday before the water flows down river and water levels start to recede.  In the Cascades, the freezing level has been high, causing snow melt which is contributing to the flooding.
