(Portland, OR)  --  The Portland Metropolitan area could be downgraded soon from the "extreme risk" COVID-19 designation level.  KATU-2 says preliminary numbers released yesterday show the Portland area's most populous counties qualify for the downgrade.  Governor Kate Brown is expected to make an announcement today regarding updated risk levels.
