(Portland, OR)  --  A three-month-old baby is dead following a car crash on Ecola State Park Road.  Oregon State Police say the single-vehicle collision happened Monday when a car veered off the roadway and crashed into a tree.  The baby died at the scene.  Police say the 23-year-old driver Rony Tomas-Garcia of Seaside and passenger Esperanza Martin-Ramirez were both hospitalized for injuries.  Tomas-Garcia is being charged with manslaughter, assault, DUII and reckless driving.
