(Portland, OR)  --  The U.S. Coast Guard is launching a formal investigation into the capsizing of the Coastal Reign on the Tillamook Bay Bar.  Four crewmembers were on board the 38-foot fishing boat last Saturday when it started taking on water while entering the bar from the ocean.  Two people died and the other two were rescued.
