(Portland, OR)  --  State lawmakers are considering a bill to slow the skyrocketing theft of catalytic converters from vehicles.  The bill would allow scrap dealers to only buy from commercial sellers, who would have to identify the vehicle from which the device was removed and the seller's information.  The bill is supported by law enforcement, insurance companies and scrap dealers.
