(Portland, OR)  --  Clackamas County Health officials warn they are close to moving backward in the COVID-19 reopening plan.  The county is currently in the Moderate Risk category and could be moving back to High Risk.  The county is currently at 98-point-seven-cases per 100-thousand people.  The county will move backward if it exceeds 100 cases per 100-thousand people.
