(Salem, OR) -- The Oregon Senate is approving a bill making the display of a noose a crime of intimidation. Senators voted 27 to one yesterday in favor of SB 398. Senator Dennis Linthicum of Klamath Falls was the sole "no" vote. The bill now moves to the House. If approved, Oregon would become one of six states in the U.S. that have criminalized the display of a noose. Both the Oregon Supreme Court and the U.S. Supreme Court have ruled that banning the display of a noose is not a violation of free speech.
