The contest for the Position Three seat on the Portland City Council remains headed to a runoff because no candidate has picked up the required 50 percent of the votes. Incumbent Jo Ann Hardesty garnered 43 percent of the vote, while Rene Gonzalez's lead over Vadim Mozyrsky is growing. In Clackamas County, employees have been reassigned to help with the counting of ballots after a printing error resulted in some barcodes being smudged and unreadable. County officials say they do not have a timeline for when they'll be finished.
