The USDA says funding will run out on November 1st, but the lawsuit argues Congress created a contingency fund with billions of dollars for this specific purpose. The USDA has also funded other emergency programs during the shutdown. 214-thousand children in Oregon and 130-thousand older adults get help from SNAP buying food every month.
