(Vancouver, WA)  --  A former Washington State Patrol lieutenant is facing charges after being accused of sexual abuse.  Police arrested 51-year-old Kenneth Scott Garrison at the Rodeway Inn on Northeast 181st Avenue in Portland.  Garrison resigned from WSP in December and retired Monday from the Washington Army National Guard, where he had attained the rank of lieutenant colonel.  Investigators say the victim in the sexual abuse case is a relative of Garrison's.
