(Undated) -- A new study says Oregon has the highest rate of 18-year-olds who are registering to vote. The study comes from the Civics Center, which says the rate of 18-year-olds who register in Oregon stands at 86 percent. The lowest rate in the nation is found in Pennsylvania, where only 22 percent of 18-year-olds are registered to vote.
