(Vancouver, WA) -- A lack of public defenders is causing the City of Vancouver to limit the type of crimes that result in misdemeanor citations. KATU obtained a memo where the Police Chief told officers they would not make arrests for offenses that would have gone directly to municipal court. They'll go to the Clark County Prosecutor to decide whether charges should be filed.
