(Portland, OR)  --  A Portland police officer won't face criminal charges in the fatal shooting of a wanted fugitive in March.  A Multnomah County grand jury found that officer John Romero was justified in the use of force that resulted in the death of Kelly Swoboda.  Swoboda was shot to death in March during an encounter with police in Portland's Hillsdale neighborhood.  He was suspected in several bank robberies and in the kidnapping of a woman working at an Oak Grove-area tanning salon.
