(Tigard, OR)  --  Northbound Interstate 5 commuters are being urged to leave a little early this morning after a semi-truck jack-knifed on the Kruse Way off-ramp.  The accident happened around 1:30 this morning and has the ramp blocked.  The state transportation department says the ramp will likely be blocked throughout the morning commute.
